The Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers were signed on October 27, 2005, at the United Nations in New York. These documents are the result of many years of talks and negotiations.
International election observation plays a fundamental role in providing accurate and impartial assessments about the nature of electoral processes. The aim of this declaration is to give comprehensive and well-established standards to election observation missions all around the world. 23 international organizations and bodies signed the Declaration and the Code of Conduct. Since 2005, twelve organizations recognized and endorsed these documents worldwide.

This publication contains the consolidated versions of the Treaty on European
Union and of the Treaty on the Functioning of the European Union, together
with the annexes and protocols thereto, as they result from the amendments
introduced by the Treaty of Lisbon, which was signed on 13 December 2007 in
Lisbon and which entered into force on 1 December 2009. It also contains the
declarations annexed to the Final Act of the Intergovernmental Conference which
adopted the Treaty of Lisbon.
In addition, this publication contains an amendment effected by the Protocol
amending the Protocol on Transitional Provisions annexed to the Treaty on
European Union, to the Treaty on the Functioning of the European Union and
to the Treaty establishing the European Atomic Energy Community.
This publication also contains the Charter of Fundamental Rights of the European
Union which was proclaimed at Strasbourg on 12 December 2007 by the European
Parliament, the Council and the Commission (OJ C 303, 14.12.2007, p. 1). This
text repeats and adapts the Charter proclaimed on 7 December 2000, and replaces
it with effect from 1 December 2009, the date of entry into force of the Treaty of
Lisbon. By virtue of the first subparagraph of Article 6(1) of the Treaty on European
Union, the Charter proclaimed in 2007 has the same legal value as the Treaties.
